It is my understanding that the custodian would have to complete at least a child support complaint so that a "CS" number can be assigned to her. Then you can submit your consent order. There is a minimal fee involved. Check with the Family Division Office involved.

Subject: transfer of existing child support
I have a third party custodian who is seeking to have the child support which is currently being received by Bio Mom transferred to her, with the consent of Bio Mom. Child support is being paid through the probation department. Custody was granted under the FM docket, therefore there is no FD docket. Does 3rd party have to file a motion to enforce the custody granted to her under the FM and request to modify the child support award under a new FD or under the FM; or would a consent order under the FM work? Any thoughts and guidance would be greatly appreciated.
thank you in advance.
