Remarriage in the Philippines

Philippino client was divorced about a decade ago. He wants to get remarried in the Philippines and was told by an attorney there that he needs a "declaration citing the provision of law or statute applied to the divorce declaration, which states that the parties are free to marry another or the marriage bond is severed, CERTIFIED by the Secretary of the Legislature or of the office which officially is in custody of the original of the law or stature."  (Yeah....??)

I can't get anything more specific than that, but apparently the copy of the judgment (which has all the standard verbiage) was inadequate for him to receive a marriage license there.

I'm thinking I'll draft a consent order containing the referenced language and explain to the judge in a cover letter why we need it, then have the client get a gold seal on it.

....unless anyone else here has "been there / done that" on this?

    Thanks,
