New Jersey Judiciary Launches Expanded Electronic Filing System
The New Jersey Judiciary has expanded its court filing system to better accommodate attorneys and self-represented litigants during the COVID-19 health emergency.
The Judiciary Electronic Document Submission (JEDS) system allows attorneys and self-represented litigants to submit their filings electronically in most areas of the family and special civil parts as well as general equity. The Judiciary will continue to add case types as the system is developed further.
While the JEDS system was in development before the pandemic, it has been made available sooner in light of the courts' suspension of most in-person proceedings and matters to prevent the spread of COVID-19.
"During this time of social distancing, we must rely on technology more than ever to keep the courts moving as efficiently as possible. This expansion of our filing system will help self-represented litigants and attorneys continue to move forward with important matters, from child support to landlord/tenant issues," said Judge Glenn A. Grant, acting administrative director of the courts.
In the family part, attorneys and self-represented litigants can electronically submit documents related to divorce, post-divorce motions, child custody/parenting time, and child support applications and modifications.
JEDS can also be used to submit complaints, answers, and motions for civil, special civil, the law division, general equity, and foreclosure.

The problem with e-filing in many situations (such as many motions, CISs, etc), is that JEDS filings cannot include personal identifiers

So what do we do with the confidential litigant sheet? Should we mail that in but e-file the rest of the complaint?

We are being told in Ocean county to upload it and that it's a holding tank of sorts and court staff will then sort through it and will not disseminate it.

As Jennifer said, it sounds like JEDS is operating as a general intake mailbox that will be reviewed and processed by court staff (just as if they had retrieved the physical documents from the mail box).  They will not disseminate confidential documents or documents with confidential personal identifiers pursuant to Rule 1:38.

As to filing CLIS, CIS, and other such documents, the upload instructions contain this notice:

"In some cases, especially in family cases, confidential personal identifiers may be necessary to make decisions about financial issues, and to set up support payments. Judiciary self-represented litigant  court forms found at https://www.njcourts.gov/selfhelp/index.html, or documents filed by attorneys should include this information if it is necessary."

As such, it appears as though we are still permitted to upload same without an issue.  Obviously, this is a new system so I'm sure there will be many bugs and issues, but it sounds like this is simply an electronic filing alternative to mailing in a hard copy.

I believe they also said that this JEDS system does not handle any case management (unlike eCourts).

We use  a JACCS account to pay filing fees. They need to coordinate the JEDS with that as they do with eCourts.

ECourts has any document you file sent to your adversary, even a letter.

I don't think JEDS does that.

JEDS Notices I have reviewed prohibit "exhibits" and so even motions may not be feasible.  I think it sounds appropriate for consent orders, perhaps MSAs, pleadings, but is limited beyond that.
