    How do I divorce an alien spouse who has been married for 23 years to a
    U.S. citizen? Will she risk immediate deportation after the divorce?

    your ability to remain in the USA is NOT directly tied to your marriage to a U.S. citizen. She could be married to him and still risk deportation, depends on her status.
