Is there any time requirement in which a person cannot motion the Court for a child support modification after both parties had entered into a consent agreement?

as long as there are changed circumstances a party can file a motion to modify child support at any time.  I don't understand your questions of time limit after parties enter into a consent agreement?

If they just entered into a consent agreement today and you want to file an application tomorrow for modification, what is the changed circumstances?

The right to child support belongs to the child.  I don't think a court would likely uphold an agreement that abrogates that right.

I agree with the above comments. If there are changed circumstances, there is no time limit.
