I have a client who had a child with her partner. The partner was inseminated with donor sperm. At the time she became pregnant the parties were not married but subsequently married and had the child after they were married. On the birth certificate the biological mother is listed as Parent A and her spouse as Parent B. Is it still necessary to do an adoption for the non-biological parent if she is listed on the birth certificate?

Yes!  A birth certificate is never proof of parentage and is not required to be granted full faith and credit recognition. An adoption by non-bio mom is essential
