The New Jersey Supreme Court issued a notice to remind attorneys and pro se litigants of the filing requirements of election-related complaints. The goal is “[t]o ensure that election-related matters are scheduled and handled promptly,” the notice said. The reminder comes ahead of early voting and vote-by-mail deadlines. New Jersey is one of two states in the country holding statewide elections. The gubernatorial contest is drawing national attention as polling shows the candidates almost even.
Here are the Court’s reminders about filing requirements :
- The complaint must be filed in the Law Division-Civil Part of the Superior Court;
- The accompanying Civil Case Information Statement should select case type 804;
- An electronic copy should be provided to the Assignment Judge in the relevant vicinage, and the attorney or pro se litigant is advised to call the Assignment Judge’s chambers for guidance on providing an electronic copy to the judge.

Notice Outlines Revisions to Policies and Procedures Governing Special Civil Part Officers
The New Jersey Supreme Court issued Administrative Directive #05-25, which outlines revisions to the policies and procedures governing the relationship between the Judiciary and Special Civil Part Officers. The notice clarifies Special Civil Part Officers are independent contractors of the Judiciary who serve process and collect on judgments in the Special Civil Part.
The notice supersedes Administrative Directive #01-15 and includes the following amendments to the existing directive:
- Redefines officer titles and roles;
- Modifies operational requirements;
- Incorporates new responsibilities for review of the Officers’ writ reports and monthly bank reconciliations; and
- Imposes additional requirements for Officers upon discontinuation of their appointment.
Appendix VI of the Rules of Court was also revised to include information on the Notice to Debtor form regarding the availability of the status of judgments on the Judiciary’s website.
